In the early 1980s, GM needed to figure out how to build high quality, cheap small cars. Toyota needed to start manufacturing cars in the US to avoid tariffs the US Congress was considering. Toyota had little to no experience building cars and running plants outside Japan. The two came together to help each other and created NUMMI – a plant which they ran together from 1984-2010.
